Theresa A. Stark is a senior project manager in the Division of Consumer and Community Affairs at the Federal Reserve Board in Washington, DC She has been part of the interagency initiative to review the policies and practices implementing the Community Reinvestment Act (CRA) designed to better align CRA with current banking practices. In the 1990s, as a project manager in the Compliance Policy section of the Office of Thrift Supervision, Theresa was part of the interagency team that developed the current CRA regulations. She began her career in the Insurance Division of the Federal Savings and Loan Corporation (FSLIC). She is a graduate of Vassar College and Catholic University’s Columbus School of Law
