Advocating for transparency: Small business lending disclosures legislation
This session will give an overview of how California State Senate Bill 1235 was introduced (including brief Small business Borrowers’ Bill of Rights (BBoR) history) and detail the process by which its supporters were able to get the bill passed. SB 1235 represents the first-ever Truth In Lending Act (TILA) disclosure for small business financing in the nation. We’ll discuss how BBoR was used as a model for the legislation, tactics for engaging legislators, the coalition building process, challenges and opposition from industry; how we leveraged different players including the governor’s office, social justice organizations, business organizations and both political parties; and key success factors, lessons learned and future plans.

Connecting founders of color to capital and community
Start Up, Stay Up, Scale Up (SU)³ [pronounced sue cubed] is an initiative designed to address the challenges in access to capital, social networks and expertise that founders of color encounter in growing their businesses. In Albuquerque, New Orleans and San Francisco, people of color are underrepresented as business owners. Evidence suggests that the low numbers are due not to the lack of entrepreneurs, or absence of viable business ideas, but rather to social and financial capital remaining amongst primarily white entrepreneurial networks. Without the expertise and coordinated efforts to meet the needs of entrepreneurs of color, cities are failing to benefit from the success and exponential impact on local innovation and wealth creation these founders stimulate.


(SU)³ cities are taking an ecosystem-approach to break down the barriers to capital, strengthen public policy and expand networks. DENIED: the economic barriers faced by minority entrepreneurs
Are we being too optimistic when we tell minority business owners that hard work will make them successful? NCRC’s small business testing project has unveiled a sad truth. Discrimination in lending is not exclusive to home mortgages. Our findings show that minorities face discrimination in obtaining small business loans across America, facing an uphill battle for wealth. This lending discrimination locks women and minority-owned small businesses out of wealth building opportunities. We will discuss how our research, academia and nonprofit organizations can drive advocacy together. We will also discuss tackling small business discrimination for future entrepreneurs.

How fines, fees and the criminalization of debt strip wealth
Cities across the U.S. are increasingly seeking to balance their budgets and fund their criminal justice systems through ticketing, fees and fines. Attendees will gain an understanding of the various ways governments extract excessive fines and fees and the disparate impact on low-income communities and communities of color. They will also gain an understanding of how our criminal justice system and the criminalization of debt is resulting in modern day debtors prisons. Criminalization of debt, and the aggressive tactics used to enforce this debt, are spiraling financially-marginalized residents into bankruptcy and poverty. This session will examine the issue of fees, fines and the criminalization of debt in four states (California, Illinois, Maryland, and North Carolina) with the goal of learning from each other. Panelists will present their research findings and engage attendees in a discussion on solutions for addressing this issue.

Mobile Session: Equity in Art

A grassroots movement took hold in Downtown Silver Spring, Maryland, over 10 years ago with the sole purpose of creating an economically, racially and culturally diverse “sub-urban” town center. This community continues to emerge “as the place to be” for people at all income levels. In December 2001, Downtown Silver Spring successfully earned its Arts and Entertainment District designation, receiving state funding; which sparked exponential growth. The community is now a popular regional destination that drives economic growth in Montgomery County. Now, Artspace, an affordable housing development, will convert a vacant police station into affordable live/work artist studios to build upon arts initiatives and strengthen the neighborhood’s core values. Artists contribute greatly to a neighborhood’s revitalization; it’s sense of place. Marrying the theory of creative “placemaking” and “placekeeping” with strategic investment creates distinct pathways for increased economic diversity. Join representatives from the local arts community, local government and nonprofits in Downtown Silver Spring, Maryland for an interactive panel presentation, discussion, studio visit and tour of the neighborhood with Arts on the Block.

For decades, community development and workforce development practitioners worked in separate silos to create community benefits that would alleviate poverty and provide living wages to local residents. Community development practitioners often focused on getting banks to make investments in affordable housing, while labor organizers and workforce development practitioners focused on making sure large development projects resulted in local hires and local job training. Both groups have evolved their version of a Community Benefit Agreement in recent years. Many organizations profess a commitment to racial justice, but struggle to enact that commitment. How can groups gain momentum to transform their internal practices, external partnerships, and organizational cultures to better support staff of color and people of color-led movements? Winning small business contracts in an uncertain environment
Winning federal government small business contracts became dramatically more difficult in 2018. First, funding of critical federal programs was inconsistent, and sometimes, absent. Second, agencies “bundling” contracts into larger volume deals limited access for smaller businesses. Finally, procurement officers relied heavily on Governmentwide Acquisition Contracts (GWACs) and indefinite delivery/indefinite quantity contracts (IDIQs) , minimizing the opportunity for new small businesses to win contracts. This workshop will discuss recent decisions by the Small Business Administration and General Services Administration, as well as teaming up and collaboration strategies for survival in the 2019 marketplace.

Managing a successful Housing Counseling program

Providing oversight to a successful Housing Counseling Program requires knowledge of HUD’s regulations, guidelines, and procedures. There are many aspects to the housing counseling program and they require careful consideration. Even the most skillful program managers find daily operation to be daunting when a solid foundation has not been established. This training will start with helping managers to consider the characteristics required to lay a sturdy foundation and continually build on those components throughout the training. Participants will gain tips and strategies which will enhance the effectiveness of their program and help their programs operate in a manner consistent with HUD’s expectations.
 
The training will cover:
·       Maintaining an audit ready Housing Counseling program
·       Recruiting qualified Housing Counselors
·       Developing standards to measure effective performance
·       Reporting on programs and services
·       Planning for succession
·       Building strong partnerships and collaborations
