Let’s go back to the formative years of the CRA movement. From the days of Gale Cincotta to the Bill Clinton’s network of “ 100 community and community development banks and 1,000 microenterprise programs." Is this indeed a movement? Do CDFIs and CRA genuinely empower minority and lower-income communities, or have they become an “industry” over time? To move a #JustEconomy forward, we need to deepen our understanding of the historic role both the Community Reinvestment Act and Community Development Financial Institutions’s have played in democratizing capital around the country.
