Winning federal government small business contracts became dramatically more difficult in 2018. First, funding of critical federal programs was inconsistent, and sometimes, absent. Second, agencies “bundling” contracts into larger volume deals limited access for smaller businesses. Finally, procurement officers relied heavily on Governmentwide Acquisition Contracts (GWACs) and indefinite delivery/indefinite quantity contracts (IDIQs) , minimizing the opportunity for new small businesses to win contracts. This workshop will discuss recent decisions by the Small Business Administration and General Services Administration, as well as teaming up and collaboration strategies for survival in the 2019 marketplace.
